Beyond the heartbreaking physical neglect, the investigation has uncovered a highly suspicious bureaucratic anomaly. Using a microchip reader, Kaya identified a deceased dog (chip number 900233006900852) that entered the Didim Municipality Shelter on July 7, 2026. Shockingly, as of July 10, 2026, the animal was still registered as “active and alive” on the Ministry of Agriculture and Forestry’s official PETVET tracking database. Another deceased dog’s chip was completely blank, unregistered in the system. Given that municipalities receive government funding per neutered animal, this discrepancy raises a dark question: are public funds being illicitly claimed under the names of deceased animals? This goes beyond administrative negligence; it borders on official misconduct and forgery.

What Must the Local Authorities Do?

Didim Municipality must address these severe allegations with absolute transparency rather than turning a blind eye. We need an immediate, independent audit comparing physical shelter records with the PETVET database, overseen by local animal welfare NGOs. Furthermore, the animal cemetery must be brought up to sanitary standards immediately, with proper fencing, warning signs, and adequate liming to protect public health. Crucially, necropsies must be conducted on any suspicious deaths to determine the true cause of passing for these innocent creatures.
